Senate GOP Support Trump's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as Republican senators floated a proposal toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Deepening Impact of Government Shutdown

The effect on Americans from the longest shutdown of the US government in history deepened on Saturday, as federal workers went unpaid, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

President's Proposal from Florida Resort

As Saturday's session got started, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Several Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is truly better for the consumer," one senator stated.

Another senator commended Trump's suggestion on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the health care they want."

Democratic Response

Opposition lawmakers shared concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator responded to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? Then I applaud your support for Medicare for All."

Ongoing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of moderate Democrats to end the shutdown in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the subsidies.

"Doing nothing is irresponsible because people will go into debt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."

Partisan Situation

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to restart the government, and the concept of eliminating and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Some observers suggested that the core of such a plan would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to garner enough backing in 2017.
